The role of local government developing participatory learning methods in empowering small farmers

Farmers learning process have not increased their awareness to understand own problems, potentials, and opportunities. The study aimed analyze participatory methods in the implementation of smallholder farmer empowerment programs. was designed as a quantitative method by survey methods, analysis technique used descriptive statistics. results showed that government's capacity develop small program low category. method's four indicators including, communication intensity, equality source, dialogical application, material appropriate were category, while is high Therefore, government needs encourage programs through some strategies increasing intensity communication, developing dialogue, adjusting materials according farmers' needs, methods.
